Bur Dubai: Where Indian Investors Can Actually Buy

Quick Answer:

  • Most of old Bur Dubai isn't freehold, so foreigners can't own homes there.

  • Indians can buy in freehold buildings in Al Jaddaf and Dubai Healthcare City.

  • DLD registered 1,720 freehold sales there, Jan to Sep 2026.

  • A typical flat sold for about Rs 3.65 crore.

  • Our gross yield estimate is about 4% to 6.5%.

You can buy property in Bur Dubai, but only in freehold buildings in Al Jaddaf and Dubai Healthcare City. Dubai Land Department (DLD) records show those sales were worth AED 4.16 billion in the first nine months of 2026.

That surprises many Delhi families. For them, Bur Dubai means Meena Bazaar, abra rides and crowds at BurJuman. Yet those old lanes aren't for sale to foreign buyers.

This guide shows where the legal line falls, what flats sold for and what tenants paid. It also covers rupee costs under LRS and TCS, and the risks I'd check before signing.

Freehold vs Old Bur Dubai

Freehold property in Bur Dubai exists only on named plots, not across the whole district. Here, Bur Dubai means the old quarter plus Al Jaddaf and Dubai Healthcare City, on the same Creek bank.

The Old Core

Can foreigners own homes in the old neighbourhoods? No.

The historic Al Fahidi and Al Shindagha districts aren't on Dubai's freehold list. Nor are Al Hamriya, Mankhool, Al Raffa, Karama, Oud Metha or Umm Hurair 1. That list was first set out in Regulation No. 3 of 2006 and later amendments.

DLD's records agree. In the six areas we checked, every sale registered from January to September 2026 is marked "Non-Freehold". Most of those few deals were commercial land, not flats.

Freehold means you fully own the flat, with a title deed in your name. A registered lease of up to 99 years is the other route. These old areas offer foreign buyers neither, though anyone can rent there.

The Freehold Areas

Regulation No. 3 names Al Jaddaf plots 003, 007 and 008, and Umm Hurair 2 plot 013. DLD also marked every Dubai Healthcare City sale from January to September 2026 as freehold.

On 19 January 2025, DLD allowed owners of 329 private Al Jaddaf plots to convert to freehold. Owners pay 30% of the property's valuation, according to the DLD announcement. DLD Director General Marwan bin Ghalita said the move "will drive significant growth in Dubai's real estate sector."

Conversion is optional, though. In our lease sample, nearly two in three Al Jaddaf flats sat in non-freehold buildings. Our sister site's freehold zones guide covers the rest of Dubai. This table splits the area using Regulation No. 3 and DLD sales registered from January to September 2026.

7, all commercial land

Mankhool and Al Raffa

In short, if the title deed doesn't say freehold, an Indian buyer can't hold it. So when someone offers you a "Bur Dubai" flat, ask for the building name and plot number first.

Why Investors Look Here

Three things drive tenant demand here: the Metro, Healthcare City jobs and the Creek. They give the area a large and steady rental base.Aerial view of Bur Dubai along Dubai Creek, with Al Jaddaf's freehold towers

Busy Metro Links

BurJuman was the busiest station on the Dubai Metro in the first half of 2026. It handled 8.4 million riders from January to June, Khaleej Times reported, using RTA figures.

The freehold areas have their own Green Line stops: Dubai Healthcare City, Al Jadaf (the RTA's spelling) and Creek. The RTA's planned Blue Line, due in 2029, is set to meet the Green Line in Al Jaddaf.

Jobs Next Door

Dubai Healthcare City had 487 facilities and a workforce of 12,941, Gulf Business reported on 10 February 2026. That's a big pool of possible tenants a short walk or Metro ride away.

Road Upgrades

The RTA finished all Bur Dubai side phases of the Al Shindagha Corridor in May 2025. It mainly speeds up trips between the old core, Deira and Port Rashid.

An RTA statement on Dubai Media Office called it "one of the largest infrastructure projects currently undertaken by the RTA."

The corridor covers 13 km of roads and serves about one million people. Dubai's 2040 Urban Master Plan, launched in 2021, also lists Deira and Bur Dubai as one of five urban centres.

Four things support demand here:

  • Transport: Green Line stations sit beside the freehold towers, and the Blue Line is planned.

  • Healthcare jobs: clinics and hospitals keep a steady flow of staff nearby.

  • The Creek: Al Jaddaf's towers face Dubai Creek Harbour and Festival City across the water.

  • Indian roots: the area is home to one of Dubai's oldest Indian communities and its markets.

What Flats Here Sold For

Freehold flats here sold for a median of about AED 2,035 per sq ft from January to September 2026. These property rates in Bur Dubai's freehold areas come from registered DLD deals, not listing prices.

Recent Flat Sales

We pulled every flat sale in these two areas from DLD open data. There were 1,668, and the median price came to AED 1.41 million.

Prices differ by area. Al Jaddaf property prices ran at a median AED 1.36 million across 1,147 flat sales. Dubai Healthcare City came in higher, at AED 1.49 million across 521.

The table splits the same sales by unit type. Rupee figures use the RBI reference rate of Rs 25.88 per dirham on 15 October 2026.

At the median, only studios come in under Rs 2.5 crore. These medians mix ready and off-plan sales. A typical studio measured about 380 sq ft, and a 2-bedroom about 1,078 sq ft.

Ready vs Off-Plan

Most buyers here are paying for homes that aren't finished yet. Of the 1,668 flat sales, 1,286 were off-plan, or 77%. Only 382 were ready homes.

Ready flats sold for a median AED 1,782 per sq ft, against AED 2,104 for off-plan. Part of that gap is location, though. In Jaddaf Waterfront alone, the difference was only about 4%.

A ready flat earns rent from month one, while off-plan means waiting for handover. If you're weighing apartments for sale in Bur Dubai, compare both side by side. Our guide to off-plan options explains how those payment plans work.

What Do Rentals Earn?

Freehold flats here rented for a median AED 73,000 a year in our sample of July to September 2026 leases. Smaller flats earned the most for their price.Ready apartment towers in Dubai Healthcare City beside the Green Line Metro

What Tenants Pay

Rental property in Bur Dubai only pays if tenants sign, so we checked leases on Ejari, Dubai's tenancy register. Our sample from DLD open data covers 11,611 flat leases across the area from July to September 2026.

Only 6.3% of those leases were in freehold buildings. Most tenants live in Karama, Mankhool and Al Raffa, right next door. In our view, those tenants have newer homes close by if they want to move.

In freehold buildings, a studio-size flat is rented for a median of AED 50,000 a year. A 1-bedroom size went for AED 67,000, and a 2-bedroom size for about AED 80,600. We grouped them by floor area, because Ejari doesn't record bedrooms.

Our Yield Estimate

We compared median rent per sq ft with the median ready sale price per sq ft for similar flats. This is our estimate, before service charges and empty months.

A studio works out at about 6.3% a year. A 1-bedroom earns about 5.5%, and a 2-bedroom about 4.2%. If you're an Indian tax resident, that rent is taxable in India, as our Dubai property tax guide explains.

How to Buy From Delhi

Buying from Delhi has three stages: send funds under LRS, pay DLD fees, then report the flat in India.

Sending the Money

Under the RBI's Liberalised Remittance Scheme, each resident can send up to US$250,000 abroad per financial year. It must be your own money, because Indian banks can't lend for it.

One person's limit is about AED 918,000, or Rs 2.38 crore. So most 1-bedrooms need family co-owners using their own limits, or off-plan instalments spread across financial years. Your bank will confirm what it accepts. Banks also collect TCS of 20% on the amount above Rs 10 lakh in a financial year.

Since 1 April 2026, that rule sits in Section 394 of the Income-tax Act, 2025, which replaced Section 206C(1G). TCS isn't an extra tax, because you can claim it against your tax bill. Our guide to TCS on LRS walks through the numbers.

Fees in Dubai

Dubai's main buying costs come from the DLD fee schedule. We worked them out on a median ready 1-bedroom, which sold for AED 1,261,628.

Visa and Tax

A 10-year Golden Visa needs property worth at least AED 2 million by DLD's valuation, including off-plan and mortgaged homes. A median 2-bedroom sold for AED 2.07 million, so check the valuation, not just the price.

Our Golden Visa rules page covers the details.

On the Indian side, declare the flat in Schedule FA of your income tax return every year. Missing it can bring a Rs 10 lakh penalty under the Black Money Act.

This is the order I'd follow:

  1. Check the deed: confirm the building is freehold before you pay anything.

  2. Check registration: an off-plan flat must be on DLD's off-plan register, called Oqood.

  3. Arrange funds: send your own money under LRS, keeping TCS in mind.

  4. Use escrow: pay off-plan instalments only into the project's escrow account.

  5. Register the sale: complete the transfer at a DLD service partner office.

  6. Report it: show the flat and any rent in your Indian tax return.

Risks to Weigh First

The biggest risks are off-plan delays, mixed ownership and running costs. Each one applies to the freehold areas here, and each needs an answer before you sign.Indian investor checking a Dubai title deed with a property adviser

Keep these five points on your list:

  • Off-plan heavy: most new supply is still being built, so handover dates matter.

  • Mixed ownership: in our Ejari sample, 1,217 Al Jaddaf flat leases were non-freehold, against 691 freehold.

  • Service charges: yearly building fees cut net yield, so check DLD's RERA Service Charge Index.

  • A slower market: Dubai's home sales value in the first half of 2026 was 16% below a year earlier.

  • Uneven months: flat sales fell from 306 in January to 105 in April, then ran at 144 to 235.

A weaker rupee also makes later instalments cost more. Our guide to buying risks covers how to plan for that.

Al Jaddaf suits buyers who want Creek views, Metro access and new launches. Healthcare City suits those who want more ready homes, with tenants close by.

Frequently Asked Questions

Is Bur Dubai a good investment for Indians?

Yes, it can be, if you buy in a freehold building. In our estimate, smaller flats earned the best rent for their price.

Where exactly is Al Jaddaf?

It sits on the same side of Dubai Creek as the old quarter, next to Oud Metha and Umm Hurair. Most maps treat it as part of the wider district.

Can a flat here get me a Golden Visa?

Yes, if DLD values it at AED 2 million or more. Most studios and 1-bedrooms fall short.

Which Metro stations serve the freehold areas?

Dubai Healthcare City, Al Jadaf, and Creek on the Green Line. BurJuman, the main interchange, is a few stops away.

Can I convert an old-quarter flat to freehold?

Only owners of the 329 eligible private Al Jaddaf plots can apply. Old-core areas like Karama aren't part of the scheme.

Can I rent out my flat as a holiday home?

Often, if your building allows it. You need a holiday home permit from Dubai's Department of Economy and Tourism.
